Tuning a carb is adjusting air/fuel mixture, idle mixture, etc. Not always obsolete, as I know about six people that still know how-to, with my understanding of doing it still basic. Most people will not know how to do this, however, as fuel injection has taken over carburetor applications due to FI's better performance from spraying fuel directly into the cylinder of an engine.
Many new motorcycles, ATVs?, outboard motors and such have carburetors even today, so not obsolete in the least.
