As long as there is an underground economy, people will be using cash! Also, both people and retailers don't want to use plastic to pay for things like hamburgers or dollar-store finds.
But for any purchase that costs more than $ 30 it is getting rare to pay in cash, in normal stores in the Netherlands. The skill of counting bank notes, keeping them in your wallet without folding them too much and handing them over to the seller in a neat way is getting obsolete pretty fast.
